For a family of four the price gap is real. The boat earns it when the boat itself is the vacation experience. If two children want fifteen minutes with a mask and then a sandcastle, shore is the smarter day and the cheaper one.
Book one morning boat trip early in the vacation, then use shore snorkeling on the calm mornings after it. You get the excursion without turning every reef into a paid activity.

Never snorkel alone. On a shore reef there is no crew to notice you are in trouble.
